Mass mobilization contributes to national development

(VOV) - Over the past 82 years, numerous lessons have shown that at any time and any place, mass mobilization is a key to the success of a revolution. President Ho Chi Minh used to speak of the importance of mobilizing people to national development. VOV comments on this work to mark the 82nd anniversary of Mass Mobilization Day on October 15th.

Past years have recorded many good examples of mass mobilization. Although each province and city has its own way of doing mass mobilization, all share the common goal of consensus in society. In Ho Chi Minh City, mass mobilization officers have persuaded landlords not to raise the price of electricity and water. In Ba Ria - Vung Tau province, mass mobilization means persuading 10,000 households living on reclaimed land to move to resettlement areas. In many other places, mass mobilization has helped build people’s trust in Party guidelines and government policies.

Despite these achievements, reports by government inspectors reveal that about 70% of complaints and denunciations relating to land use remain unresolved at the grassroots level. Millions of people have escalated their appeals to the central level. A big question is why in the same political system with the same legal system, the results vary in different localities. Reality shows that personnel is the core for solving problems.

People whose legal assets are suddenly seized will surely feel aggrieved. But if they receive a clear explanation and find that their interests are secured and respected, they will be ready to cooperate with the authorities, and will have confidence in the Party, the state, and their local administration.

The limited knowledge and capacity of mass mobilization officers is one of the reasons behind the current inefficiency, the increasing number of legal violations, and recent cases in which people have resolutely defended their land so that the authorities have had to resort to the use of force. It would be different if local authorities listened to the people’s aspirations and timely address their complaints or petitions.

Mass mobilization has always been a key to successfully implementing Party guidelines and government policies. Those doing the work should have the virtues mentioned by President Ho Chi Minh.

By closely following developments at the grassroots level, listening to people’s aspirations and putting forth reasonable proposals, mass mobilization officers can prevent cooperative complaints, create social consensus, and stabilize the social order.
