In Sunday’s election, Vietnamese voters will elect 500 deputies to the National Assembly and 3,727 deputies to People’s Councils at all levels. To become a deputy, candidates must go through several steps including three rounds of consultative meetings to select qualified and outstanding candidates. Article 21 of the Law on Organization of the National Assembly stipulates that a NA deputy represents the will and aspiration of the people in their constituency and nationwide and represents them in exercising the state power of the National Assembly.

The Law on Organization of the People’s Councils and People’s Committees stipulates that a People’s Council deputy represents the will and aspiration of local people, sets an example by obeying State law and policies and motivates people to abide by law and policies and participate in State management.

Becoming an elected deputy in the highest state agency or at any other level is a great honor.

On January 6, 1946, in Vietnam’s first General Election, President Ho Chi Minh was elected by a nearly-unanimous vote. In his address following the election, the President promised to do his utmost for national independence, freedom, and happiness. This promise was kept. At a meeting on July 15, 1960 in Hanoi following the 1st session of the 2nd National Assembly, President Ho Chi Minh said all NA deputies had promised that they wanted to be elected not to become a mandarin but an absolutely loyal servant of the people, and they should keep that promise. Words should go along with action, said the President.

Since the National Election Council announced the candidate list, the candidates have conducted many campaign meetings with voters, both in person and online, and have introduced plans of actions for implementing socio-economic development tasks and policies focused on helping the poor, social beneficiaries, and people in remote and ethnic minority areas through job generation, education, and training.

Voters hope elected deputies will use their ability, strength, and experience to fulfil their promises and duties. Local administrations and the public will oversee their performance.

NA deputies have consistently proved worthy of the people’s trust. At a meeting on January 6, 2021, on the occasion of the 75th anniversary of Vietnam’s first General Election, former NA Chairwoman Nguyen Thi Kim Ngan said that during 75 years of development, the National Assembly has served the nation. Through all circumstances in all periods, the NA has fulfilled its duty as the people’s highest representative agency and the most powerful state agency of the Socialist Republic of Vietnam.
