Quang Ninh promotes digital government at grassroots level

Early results show that digital transformation is not limited to major cities, but becomes a “new driving force” for rural, mountain and island areas with grassroots officials proactive in learning and applying technology to drive change.

At the cultural house of Thong Nhat hamlet in Hai Lang commune, technology training sessions, known to local residents as digital literacy classes, are buzzing with energy. Many of the learners are elderly villagers, some using VNeID for the very first time, others trying out cashless payments, or learning how to read notifications on Zalo and Facebook groups. Young people in the hamlet form “digital technology teams,” providing hands-on, step-by-step guidance to residents.

75-year-old Pham Hong Phong, Deputy Secretary of the Party Cell and Head of the Fatherland Front Affairs of Thong Nhat hamlet is learning to document reports on the “Digital Front” application.

“The young people in our hamlet’s digital technology team guide us very carefully, because my‘memory is not as good as it used to be. Acquiring digital technology is really wonderful,” Phong said.

Over the past year, Quang Ninh province has organized digital skills training for more than 15,600 officials, civil servants and public employees and helped thousands of residents use online public services, cashless payments, digital signatures, and other services. These “digital literacy classes” have made local residents more confident in the digital environment and helped evaluate officials and grassroots Party organizations under Politburo Resolution 57 on breakthroughs in science and technology development, innovation, and national digital transformation.

Nguyen Thi Quyen, Chairwoman of the Farmers’ Association of Thong Nhat hamlet said: "We've learned a lot at these digital literacy classes. After each training session, we share what we’ve learned with others in the community. The more we practice, the better we can do. For example, now they can access notices on Zalo. About 80% of the local people can use Zalo now.”

Ly Thi Trinh, Vice President of the Vietnam Fatherland Front Committee and Secretary of the Youth Union of Hai Lang commune, stressed the importance of infrastructure and human resources in digital transformation: “We need adequate facilities and equipment to accelerate digital transformation. More importantly, we need specialised expertise to train people in using online applications. With many processes involved, effective implementation also requires clear guidance from higher levels,” said Trinh.

In the border commune of Hoanh Mo, where more than 94% of the population are ethnic minority groups, all hamlets have been given computers and grassroots officials have been trained in using digital applications.

Hoang Kien Trung, Vice Chairman of the Hoanh Mo communal People’s Committee, said: “We believe in a ‘slow but steady’ approach. If people can’t do it the first time, we guide them again and again until they succeed. In the coming period, we will continue to rely on key forces, such as teachers, to help households complete administrative procedures. At the commune office, officials will always be on hand to provide support."

Digital transformation is not just about installing applications or operating software, but it’s a change in governance mindset to make it easier for people to access information transparently and quickly.

Quang Ninh province is accelerating digital transformation to narrow the digital gap between urban, rural and mountain areas. During this process, no one is left behind.
