“Digital drivers” for Quang Ninh’s new growth model

(VOVWORLD) - In the draft Political Report to be submitted to the 14th National Party Congress, the Party Central Committee identifies one of the priorities as “forming a new growth model,” in which science and technology, innovation, and digital transformation are considered the main drivers. Upholding this guideline, Quang Ninh province has taken concrete steps to contribute to the shared objective.

Resolution 57 issued by the Politburo on December 22, 2024 continues to affirm the decisive role of science and technology and digital transformation in achieving the two centenary goals for Vietnam to become a developing country with modern industry by 2030, and a developed, high-income country by 2045.

These viewpoints are clearly mentioned in the draft Political Report of the 14th National Party Congress, where new drivers are emphasized as the key to building a sustainable growth model.

Hoang Van De, Party Secretary of Hoang Que ward, Quang Ninh province, said: “This is a correct and appropriate policy, aligned with development trends. With Quang Ninh’s current position and its development orientation over the next five years, aiming to become a centrally run city, science and technology and innovation will certainly be key tasks and decisive factors for success. Local communes, wards, and special administrative units will continue to promote their potential and advantages to realize the province’s directives.”

Quang Ninh serves as a growth hub in the Hanoi – Hai Phong – Quang Ninh triangle and the gateway to the northeastern region, with rich natural and cultural heritage values. By accelerating the application of science and technology and digital transformation, Quang Ninh has maintained double-digit growth for nearly a decade, contributing to improving the locals’ quality of life.

Bui Hoang Giang, Secretary of Yen Tu ward’s Party Committee, said the local authorities are translating the Party Central Committee’s orientations into specific actions, especially for renowned heritage sites, aiming to turn Yen Tu into one of the best international tourist destinations in the coming years.

“For the Yen Tu heritage region, it’s essential to develop tourism in association with smart city. This includes technology-driven smart city using digital platforms and cashless payments, and the development of a heritage-based economy and cultural industry, while the preservation of historical landscapes and heritage values is carried out through digital technology. For example, we may use virtual reality programs, digitalized products, and digital management to ensure destination safety.”

Viewing science and technology, innovation, and digital transformation as “golden opportunities” to restructure the economy toward sustainability, Quang Ninh officials and Party members have pointed out shortcomings that need to urgently be resolved. They include science and technology capacity that has yet to match the province’s economic scale, shortages of high-quality human resources in core technologies such as AI, semiconductors, biotechnology, and cybersecurity, a significant digital divide between urban and rural areas, and an innovation culture that has not yet been widely disseminated.

Nguyen Trung Tien, Deputy Director of the Quang Ninh Department of Science and Technology, said: “The ‘digital space’ or ‘technology mine’ is the new development space enabling Quang Ninh to successfully achieve a sustainable transition from ‘brown’ to ‘green’ development. It also presents an opportunity to state management agencies and the business community to improve labor productivity and competitiveness. Quang Ninh will focus on three strategic pillars: further improving institutions, pioneering in digital infrastructure development, and making breakthroughs in high-quality human resources.”

With the foundations already in place, Quang Ninh is striving to become one of Vietnam’s “strategic sandboxes” in implementing the Politburo’s Resolution 57 and concretizing the orientations of the 14th National Party Congress documents on science and technology, innovation, digital transformation, and the comprehensive development of the Vietnamese people.

Breakthroughs at the local level will contribute to the formation of new growth hubs, enhancing productivity, quality, and efficiency across the entire economy, toward the goal of double-digit GDP growth in the next phase.
