During group discussions, they said the bill aims to promote international cooperation in extradition and ensure alignment with international law and practices. The enactment of a separate law on extradition reflects a global trend and aligns with the United Nations Model Law on Extradition of 2004.

Le Thi Nga, a NA deputy of Ha Nam province, said, “The order and procedures of emergency arrest for extradition purposes must be designed to align with model international laws and Vietnam’s commitments under 21 bilateral extradition treaties to which Vietnam is a signatory.”

“But the inclusion of this provision in the draft law remains inconsistent with the Criminal Procedure Code. Therefore, it is recommended that the Ministry of Public Security work with the Supreme People’s Procuracy to review and amend this point,” Nga noted.

In the afternoon, deputies discussed in group the draft laws on emergency situations and transfer of sentenced persons.
