Monday morning, Deputy Prime Minister Nguyen Xuan Phuc presented a report on implementing NA resolutions on Q and A session. The report highlighted achievements in 7 basic areas, including agriculture and rural development, finance, and inspection. Despite initial positive results, many things still need to be done. The number of poor households among ethnic minority groups remains high, and administrative reform hasn’t kept up with development requirements especially in improving investment and the business environment. Public debt has been near the safe ceiling, putting tremendous pressure on the state budget. Corruption and waste prevention have fallen short of targets.

While discussing the report, deputies asked the government to find a way to correct the problem of farmers with bumper crops seeing small profits due to price declines. They underlined the need to attract enterprises to invest in agriculture and aquaculture to develop a market for agriculture and aquaculture products. Huynh Van Tinh, a representative for Tien Giang province, said:

To deal with difficulties in attracting businesses to invest in agriculture, in the future, the government should outline methods, particularly in tariff and land policies. In regard to weak consumption of agriculture and aquaculture products, the government should design specific measures to ensure that farmers and fishermen will earn a profit. Due to overlapping management of agriculture, ministries should strengthen cooperation.

Referring to administrative reform, NA deputies said that although some administrative procedures have been eliminated , it’s necessary to streamline cumbersome mechanisms, reduce personnel, and improve service quality.
