National Assembly discusses revised Land Law

(VOVworld) – Law makers on Friday debated whether people’s involvement in land use and management should be enhanced. These were their final discussions on the revised Land Law before it is approved next Friday.

Regarding people’s rights to supervise land use and management, deputy La Ngoc Thoang from Cao Bang province suggested that the law should regulate the responsibilities of state agencies as well as specific timelines in dealing with petitions and complaints regarding this matter. The law should include regulations on taking people’s opinions and recommendations seriously into consideration while devising plans for land use. Nguyen Ngoc Phuong, a deputy from Quang Binh province, said: "The law should add a regulation defining the responsibilities of the authorities at the communal and district levels to collect people’s opinions in planning land use. This is for 2 reasons: firstly, we’ve learned from community consultations that people are very interested in contributing their ideas to this matter and experience shows that people disagree with many land acquisition projects as they had no understanding of these projects nor had they taken part in the projects planning process. Secondly, the land is owned by all the people, so they have the right to be involved in the process. This will promote democracy and transparency."
Deputies voiced different opinions over regulations of fixing land prices, a number of land acquisition cases, and the time-frame set for individuals and organization with regard to agricultural land acquisition.
The revised Land Law has been debated at 3 National Assembly sessions. In May, the National Assembly delayed the approval date for the revised law until the 6th session.
