National Assembly opens year-end session

(VOVworld) – The 6th session of the 13th National Assembly opened in Hanoi on Monday. Senior leaders, former leaders of the Party, State, National Assembly, Government, Fatherland Front, and war veterans, some representatives of foreign delegations, and international organizations were present in the opening session.

Speaking at the opening ceremony, National Assembly Chairman Nguyen Sinh Hung underlined that this is a very important session: “During the session, the National Assembly will consider and decide some important national issues. First, the National Assembly is expected to approve the amended 1992 Constitution. This National Assembly session will spend much time debating the draft version of the Constitution before voting on it. The Assembly hopes to create consensus and unity by hearing everyone’s opinion. Second, the National Assembly will approve the revised Land Law to meet the demands of socio-economic development and people’s expectations. Third, the National Assembly will consider government reports on the results of implementing this year’s socio-economic plan and state budget. This session will put forward a socio-economic development plan for 2014 and draw up an estimate for next year’s state budget. The delegates will discuss five years of implementing the socio-economic development plan and economic restructuring project, review 3 years of implementing the national target program for the 2011-2015 period, and discuss government bonds for important and urgent projects. Fourth, the National Assembly will ratify government personnel and elect personnel for some National Assembly agencies.”

During the opening session, Prime Minister Nguyen Tan Dung delivered a Government report on the results of implementing this year’s socio-economic development plan, the development plan for 2014, and three years of implementing the 2011-2015 development plan.

On the same day, Head of the National Assembly’s Economic Committee, Nguyen Van Giau presented an appraisal report on the implementation of the National Assembly’s Resolution on socio-economic development plan for this year, and the 3-year plan from 2011 to 2013 and a plan for next year. The Committee reported that most deputies agreed to raise the budget overspending to ensure proper growth and social security but emphasized that the additional amount needed to be poured into development investment. Concerning the 3-year socio economic development plan until 2013, the Economic Committee said that the Vietnamese economy had faced several short-term pressures and had not been able to resume rapid growth in the last two years.

On the same day, the President of the Vietnam Fatherland Front and Deputy Prime Minister Nguyen Thien Nhan delivered a report on summarizing voters’ opinions. According to the report, voters proposed the Government should strengthen the management of hospitals, drugs and drug prices, clarify the relevant authorities’ responsibility in environmental management and deal strictly with issues of environmental pollutions.

The deputies also discussed the draft law on employment. On Tuesday, the deputies will hear a report on responses to the National Assembly deputies and people’s comments on the draft revisions to the 1992 Constitution and the draft resolution on implementing the 1992 Constitution (revised in 2013) and a report on anti-corruption in 2013.

The 6th session of the 13th National Assembly will last 40 days (from October 21st to November 30th) and will be broadcast live by Radio, the Voice of Vietnam and Vietnam Television. Earlier, a National Assembly delegation laid a wreath at the heroic martyr’s monument and paid tribute to President Ho Chi Minh.
