At a meeting in Hanoi on Tuesday with Secretary of the Security Council of the Russian Federation Sergey Shoigu and a high-ranking delegation of Russia during their working visit to Vietnam from December 8–10, General Secretary To Lam praised the concrete areas of bilateral cooperation, particularly in combating transnational crime and terrorism; ensuring cybersecurity; addressing non-traditional security challenges; sharing strategic information; and training officials.

Secretary Sergey Shoigu said Russia considers Vietnam a reliable and top-priority partner in the Asia–Pacific region, and is willing to support, share experience, and expand new cooperation programs suited to both sides.

The two sides agreed to broaden cooperation in energy, oil and gas, agriculture, machinery manufacturing, and high technology; promote scientific collaboration, technology transfer, and joint research; and strengthen educational cooperation and the training of high-quality human resources. They also pledged to advance cultural, artistic, and tourism exchanges, as well as scholar and student exchanges.

The same day, Prime Minister Pham Minh Chinh met with Secretary Shoigu, where the Vietnamese PM emphasized that Vietnam and Russia still have great potential for cooperation.

Chinh expressed the desire to further develop the Comprehensive Strategic Partnership between Vietnam and Russia in the current context.

The Prime Minister also called for continued support for the Vietnamese community living and working in Russia.
