Chairing the second meeting of the Central Steering Committee on Institutional and Legal Reform, the Party leader said the implementation of Resolution 66 has brought about clear progress in building and improving institutions and the legal system to meet the country’s development needs, but these achievements remain modest.
New challenges continue to emerge, requiring more decisive and effective implementation of the Resolution, said the Party leader.

"Our aim is to complete an overall design of the legal system toward a modern, scientific, rational, streamlined, unified, and coherent framework that covers all necessary areas of regulation, with a clear hierarchy of legal validity and, in particular, easy access for citizens and businesses," said Mr. Lam
Highlighting the significance of 2026 as the first year of implementing the Resolution of the 14th National Party Congress, the Party General Secretary urged the National Assembly, the Government, ministries, sectors, and local authorities to promptly complete guiding documents to implement the 51 laws and eight normative resolutions recently adopted at the 10th session of the 15th National Assembly.
