Highlighting the success of surpassing the target of 100,000 social houses this year and the goal of building 1 million social houses by 2028, Prime Minister Pham Minh Chinh stressed that social housing development reflects humanitarian values and helps stabilize people’s living conditions.
The Prime Minister asked ministries, sectors, and localities to act more decisively on social housing, promptly identifying and resolving policy and mechanism bottlenecks, and assigning social housing projects to large, reputable enterprises with extensive experience in real estate development.

Regarding the real estate market and commercial housing, he highlighted two key tasks.
"First, we need to complete a housing database by the first quarter of 2026, covering the real estate market, commercial housing, social housing, temporary housing, and substandard dwellings. Second, we need to remove institutional obstacles related to leasing, lease-to-own schemes, and social housing to ensure greater flexibility and easier access for citizens and businesses, including rights to lease or transfer property," said the PM.
The Prime Minister also asked ministries, sectors, and local authorities to continue in a timely manner reviewing and supplementing support for households in areas frequently affected by natural disasters and climate change, ensuring safe housing and upholding the principle that “no one is left behind” in the right to accessible housing.
