In his remarks, the State President called on the provincial Party Committee's Standing Board to improve communication and ideological work among officials at all levels and people from all walks of life using appropriate formats. Special attention should be given to new and fundamental constitutional amendments and law-making issues, said the President.

Regarding the organization and restructuring of the two-tier local government apparatus, the President said: “We must ensure the new administration remains streamlined, compact, and operates with high efficiency and effectiveness. I highly appreciate Quang Ninh's initiative to pilot the commune-level government model on June 15. I’m confident that, with thorough preparation, Quang Ninh will implement it successfully. This pilot program will not only offer valuable lessons but also help provide the Central Government with insights for broader application across the country.”

On the same day, President Luong Cuong held working sessions with the Party Committees of Hung Yen and Thai Binh provinces to discuss the implementation of the Resolution of the 11th Plenum of the 13th Party Central Committee, focusing on the finalization of related documents and personnel matter.
