He designated Staffan de Mistura, UN special envoy for Syria, to participate in the Congress of the Syrian National Dialogue scheduled for early next week. The decision came just hours after Syria's main opposition group announced it was boycotting the talks opening in the Black Sea resort of Sochi on Monday. Opposition groups in Syria have already refused to attend the event.
