European leaders are pushing for Kyiv to take part in the negotiations since there can be no ceasefire without Ukraine’s agreement. Holding a summit without Ukraine’s presence has raised concern that an agreement might require Kyiv to cede part of its territory.

In a series of diplomatic moves, President Zelensky held phone conversations with 13 partners over the past three days, including Ukraine’s main supporters Germany, the UK, and France.

The EU said any peace agreement must involve Kyiv and the European powers, and rejected any scenario in which Ukraine would have to give up territory in exchange for peace.
