Known as the "28 pages," the secret document was part of a 2002 Congressional Joint Inquiry into the September 11 attacks and has been classified since the report's completion.
The documents said while in the United States, some of the September 11 hijackers were in contact with, and received support or assistance from, individuals who may be connected to the Saudi Government.
But White House press secretary Josh Earnest said the document does not change the assessment of the US government that there's no evidence that the Saudi government as an institution or senior Saudi officials individually funded al-Qaida.
