According to the current regulations defined in Resolution No.130 issued in 2020 by the 14th National Assembly, the personnel sent to the UN peacekeeping missions include officers, soldiers, policemen, and technical specialists from the Ministry of National Defense and Ministry of Public Security.

In the new draft law, the Government proposes that civilians  be eligible for deployment to UN peacekeeping missions, including government officials, public servants, and state employees.

The supplement is based on the master plan for Vietnam’s participation in UN peacekeeping activities, approved by the Politburo in November 2012, which already includes provisions on civilian participation.

Since 2014, Vietnam has sent over 1,000 personnel from the Ministry of National Defense and the Ministry of Public Security to the UN peacekeeping missions.

Minister of National Defense Phan Van Giang said: "Vietnam’s peacekeeping forces have excellently fulfilled their tasks, receiving praise from the United Nations and the international community. Participation in the UN peacekeeping missions has enhanced Vietnam’s international integration, demonstrated its responsibility to the international community, and elevated its position and reputation on the global stage."

The National Assembly is expected to approve the Law on Participation in United Nations Peacekeeping Forces at the current session. The enactment of this law will institutionalize the Party’s policies and guidelines and the 2013 Constitution, and align with the UN Charter and international treaties to which Vietnam is a signatory.
