The projects, which represent total investment of 19.5 billion USD, have a profound economic, political, social, security–defense, and international integration significance.
Historic milestone in infrastructure development
They include the building of more than 220 kilometers of expressways, raising Vietnam’s total expressways to nearly 2,270 kilometers; the development of Krong Pach Thuong reservoir in Dak Lak province, which provides irrigation for over 14,000 hectares and supplies water to more than 100,000 households; the construction of the Con Dao district Military-Civilian Medical Center and the Hoc Mon Regional General Hospital; and multiple education, culture, health, and sports projects.
The inauguration of the T3 Terminal at Tan Son Nhat International Airport two months ahead of schedule, coinciding with national celebrations, is expected to create momentum for the completion of Long Thanh International Airport this year.

The 30 large-scale projects that have broken ground include the intersection of Ring Road 3.5 and Thang Long Avenue in Hanoi; components 1 and 2 of Ring Road II in Ho Chi Minh City; Terminal T2 of Dong Hoi Airport; upgrades to Ca Mau Airport, the Ninh Binh-Hai Phong Expressway, the Tran De Industrial Park infrastructure, and the Can Gio Sea Reclamation Urban Area; and several social housing and resettlement projects in Vinh Phuc, Ha Nam, Long An, Vinh Long, and Dong Nai.
Prime Minister Pham Minh Chinh said: “The inauguration and groundbreaking of these projects is critical for intra-provincial, inter-provincial, inter-regional, and international transportation, which promotes local and national socio-economic development. These projects are of strategic importance, reflecting the strong will and determination of the Party, State, ministries, sectors, localities, and enterprises in creating new development spaces, ensuring national defense and security, and improving people’s lives. I hope these projects will help position Vietnam as a nation of independence, peace, unity, self-reliance, happiness, prosperity, civilization, and growth.”

A driver of national growth in the new development phase
The Resolution of the 13th National Party Congress set the goal for Vietnam to become a developing country with modern industry and surpass the lower-middle income level by 2025 in time for the 50th anniversary of the liberation of the South and national reunification. One of Vietnam’s three strategic breakthroughs is building coordinated modern socio-economic infrastructure with priority given to key national transportation projects, enhancing climate change resilience, and investing in ICT infrastructure to provide a foundation for digital transformation, a digital economy, and a digital society.
Prime Minister Chinh said: “Ministries, sectors, localities, and investors must promptly implement the projects efficiently. Localities must take advantage of the projects to create comprehensive new socio-economic development spaces that leave no one behind.”
The Prime Minister urged investors and contractors to mobilize equipment and personnel rapidly and begin the new projects immediately, aiming for early completion, assured quality, and efficient investment use. He said localities must accelerate land clearance and help investors and contractors overcome procedural hurdles like quarry and waste disposal approvals in order to keep implementation on track. The implementation of these projects must harmonize and safeguard the interests of the State, the people, and businesses, he said.
The inauguration of 80 major projects realizes Party and State policies on building comprehensive strategic infrastructure, removing long-standing bottlenecks in transportation and socio-economic systems, creating new spaces for socio-economic development, and strengthening security and defense. Most importantly, it creates a powerful driving force to propel Vietnam’s growth in the new era.
