(VOVworld) – The National Assembly’s Committee for Science, Technology and Environment on Wednesday hosted a symposium on the revisions to the Construction Law. Participants said the draft law needed to include stricter regulations to increase control of the construction process before a project is finished. Minister of Construction Trinh Dinh Dung said: “This draft law seeks to reform the content and methods of management of construction projects in terms of characteristics and investment capital. Projects with different capital will be managed differently. Projects with state funding should be strictly controlled in terms of costs through pre-check activities because construction projects are different from other fixed products. Previously, the check was conducted when a project was finished. Then the consequences were huge. So we need to check before a finished product to minimize any adverse consequences”.

With regards to the reform of the management of construction investment projects, participants said that it is appropriate that the draft law stipulates the model of project management board by regions or by specialty. But they recommended that the draft law needs to clarify the role, responsibility and authority of investors, project management boards and other actors involved with the projects.
