The Law grants Hanoi multiple new mechanisms regarding organizational structure, finance and budget, investment, planning, urban development, science and technology, culture, environment, and talent attraction. To ensure these mechanisms can operate swiftly upon the Law's entry into force, Hanoi finalized numerous related resolutions and decisions.
Tran Duc Thang, Secretary of the Hanoi City Party Committee, emphasized: “This step is momentous, creating a legal framework and new impetus for the capital's development. With over 190 unique and superior powers, the new Capital City Law ensures that the capital city has sufficient authority, tools, and resources to address bottlenecks in urban management, investment, finance, decentralization, and delegation of power. It also creates a foundation for realizing the goal of building a "Cultural-Civilized-Modern-Happy" capital city, contributing to national competitiveness and regional linkages, and leading and spreading development momentum."
"The Hanoi Party Committee has determined that the Law must be enforced as quickly as possible, minimizing delays, and immediately serving the goals and tasks of building and developing the capital city,” according to Mr. Thang.
The Capital City Law of 2026 is in sync with the Politburo’s Resolution No. 2 on building and developing Hanoi in the new era and the Master Plan for the Capital City with a 100-year vision, providing a comprehensive legal basis for Hanoi to organize the implementation of sustainable development goals in the coming period.
