Associate Professor Dr. Neak Chandarith, Director of the Institute for International Studies and Public Policy at the Royal University of Phnom Penh closely examined the proposals outlined in the speech.
He said Mr. Lam’s proposals reflect the vision of an outstanding leader and make an important contribution to building a sustainable regional security architecture that safeguards the interests of small and medium-sized countries. Vietnam’s initiatives shape an inclusive framework in which all nations, regardless of size, have a voice and opportunities to participate, ensuring that no country is excluded from the collective security system.
Chandarith said Vietnam’s forward-looking and substantive foreign policy, under the leadership of a visionary statesman, demonstrates two important points.
First, Vietnam recognizes that its national interests are closely linked to peace and prosperity across the Asia-Pacific region. Contributing to regional peace serves Vietnam’s interests and reflects its commitment to fulfilling its international responsibilities.
Second, Vietnam has positioned itself as an independent actor and a bridge-builder, representing the interests of smaller countries like Cambodia as well as those of medium-sized countries.
