The top leader worked with the Central Public Security Party Committee and relevant agencies in Hanoi on a project to build an orderly, disciplined, safe, healthy, civilized, harmonious and developed society.

In his concluding remarks, the General Secretary and President said building a civilized, socialist society means first and foremost building Vietnamese people of the new era who have ideals, character, culture, civic consciousness, a sense of responsibility, and the ability to adapt to the current society. At the same time, there must be a close combination of moral governance and legal governance, between building and combating, between education and persuasion and discipline, and the supremacy of law, General Secretary and President Lam said.

“All guidelines and policies must aim to protect people, improve the quality of life, ensure that all citizens live safely, healthily, and humanely, have opportunities for development, and fairly enjoy the fruits of development. Economic development must go hand in hand with social progress and equity. No one should be left behind,” Mr. Lam added.

In addition, Party General Secretary and State President To Lam emphasized the need to proactively absorb the essence of human civilization, the achievements of science, technology, and advanced governance, while maintaining independence, self-reliance, and national cultural identity in national development process.
