The remarks were made by Chairman of the municipal People’s Committee Vu Dai Thang at a meeting of the Hanoi People’s Council on Friday.
He said the session was particularly significant as it aimed to complete the full set of resolutions needed to implement the Capital Law before it takes effect on July 1.
“We will shift from a traditional management-oriented approach to a development-enabling model. Many of the new policies have, for the first time, been designed to give the city greater authority in implementation, resource allocation, and decision-making on development issues specific to the capital,” said Mr. Thang.
Many of the new policies are aimed at improving the investment and business environment, attracting strategic investors, enhancing public services, expanding social welfare programs, and improving access to quality healthcare, education, and transportation.
