Mr. Lam made the remarks at a ceremony in Hanoi on Thursday marking the 30th anniversary of the council’s establishment (October 30, 1996–2026). Presenting the Ho Chi Minh Order to the council, Mr. Lam urged the council to anticipate trends, identify emerging issues, closely monitor developments in Vietnam and around the world, and prioritize research based on the country’s leadership and development needs.
Mr. Lam asked the council to carry out two major reviews to advance the Party’s theoretical thinking and long-term leadership vision. The reviews will examine 100 years of the Party’s leadership of the Vietnamese revolution and 40 years of implementing the Platform on National Construction during the Transitional Period to Socialism.
He described the reviews as strategically important, connecting historical experience with current demands and future aspirations.
Their findings are expected to provide a scientific basis for preparations for the 15th National Party Congress, further development of the Party’s Platform, and amendments to the Party Statutes. They should also help shape a national development vision that extends beyond a single political term.
Drawing on a century of experience, Mr. Lam stressed the need for theoretical thinking that can guide the future and provide a strong foundation for generations to come.
He also urged the council to focus on fundamental theoretical questions and emerging challenges facing Vietnam and the wider world. Key priorities include deepening understanding of socialism and Vietnam’s model and path toward socialism; advancing institutional leadership and national governance; balancing the roles of the state, market, and society; and improving productivity and resource efficiency.
