The White Paper said that all countries should firmly uphold the international system with the UN at its core, and that no country is able to achieve development outside the global governance system. Noting that the world today faces severe and complex challenges, which call for more effective governance and efforts to shore up the governance system.

It affirms that global governance is a common endeavor, adding that China has always been an active participant in, contributor to and builder of global governance.

President Xi Jinping put forward the vision of building a community with a shared future for humanity, promoting a global governance system characterized by extensive consultation and joint contribution for shared benefit. He has called for true multilateralism to foster an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, according to the white paper.

The paper mentioned Xi’s 2025 Global Governance Initiative (GGI), which is said to have swiftly gained support from nearly 160 countries and international organizations, with over 60 countries joining the Group of Friends of Global Governance.

Regarding future actions, the White Paper emphasizes four key pillars: firmly upholding the authority and status of the United Nations, encouraging major powers to fulfill their responsibilities, promoting solidarity and cooperation among nations, and prioritizing efforts to address deficits in peace and development.
