The program was approved by Vietnamese Prime Minister Le Minh Hung, with the Ministry of Science and Technology tasked with overseeing its implementation. It was designed to translate the Party’s major policies on breakthroughs in science and technology development, innovation, and national digital transformation into concrete actions.
It is expected to help realize the goal of making science, technology, innovation, and digital transformation the primary drivers of rapid and sustainable economic growth in the new development phase.
The program sets out 27 national and sector-specific targets to be achieved by 2030 and assigns 115 key tasks and solutions to ministries, sectors, and localities for coordinated implementation nationwide.
They include improving institutions and the legal framework; developing modern digital infrastructure; expanding digital platforms and ecosystems; advancing the data economy; promoting the application of artificial intelligence; ensuring cybersecurity; developing a digital workforce and digital citizens; fostering digital technology enterprises; modernizing digital governance; and developing new markets driven by data, technology, and innovation.
