The proposed legislation is considered essential to completing Vietnam’s legal framework, safeguarding national data sovereignty, protecting the legitimate rights and interests of organizations and individuals, and laying the groundwork for sustainable digital economy development.

The law is also expected to shift data governance from a reactive approach to proactive risk prevention and control, while creating a secure and reliable environment for digital transformation.

During the debate, National Assembly deputies will focus on the law’s scope and its consistency with existing legislation, definitions of state management authority and responsibilities, data protection mechanisms, and oversight of the exercise of regulatory powers.
