During a working session with the Standing Board of the municipal Party Committee held in Ho Chi Minh City, General Secretary and President Lam said a growth rate of 13.23% needed in the fourth quarter to meet the growth targets for 2026 is a very ambitious requirement. He stressed the need to clarify the potential contributions from each sector, individual project, and business group.
"Concentrate resources on addressing projects and market issues that can yield immediate results in the final months of the year. Closely monitor public investment progress, material supplies, and payments, while reallocating capital away from projects experiencing implementation delays. Efforts to increase budget revenue must go hand-in-hand with nurturing revenue sources and managing public assets."
"Revenue generation from land must be strictly aligned with long-term planning. At the same time, promptly finalize procedures, site clearance, and funding arrangements for priority projects slated for 2027—ensuring that capital is never allocated before the necessary procedures are in place," Mr. Lam said.
The General Secretary and President urged Ho Chi Minh City to reorganize its development space, prioritizing infrastructure that fosters connectivity. He called on the city to proactively coordinate with neighboring regions on transport, environmental issues, and supply chains , while focusing on leveraging science and technology to boost productivity and enhance the capabilities of local enterprises.
Regarding foreign direct investment (FDI), the top leader asked the City to focus on progress, human resource training, technology transfer and development of domestic suppliers. The International Financial Center specifically needs to first solve the problem of mobilizing capital for Vietnam, especially for infrastructure, production, and innovation, he said.
