He made the request while working with the Standing Board of the municipal Party Committee on the 50th anniversary of the city being named after President Ho Chi Minh, the implementation of the Resolution of the 14th National Party Congress, urban development planning, socio-economic performance in the first four months of 2026, plans for double-digit growth, social welfare, the two-tier local government model, and current challenges facing the city.

The top leader called on the city to proactively prepare response scenarios for oil price volatility, supply chain disruptions, inflationary pressures and rising production costs.

On energy security, he said the city should adopt a broader approach, not only ensuring sufficient electricity in the short term, but also building a safe, flexible and sustainable energy structure with strategic reserves.
