The project, expected to be fully completed by 2029, consists of three components. The first involves site clearance for the entire project area. The second entails the construction of an underground commercial center beneath the park and plaza areas to the east and north of Hoan Kiem Lake. And the third focuses on the construction of facilities, as well as the renovation and landscaping of Hoan Kiem Lake and its vicinity.
Key elements include the construction of a new headquarters for the Hanoi People’s Committee—with an estimated cost of over 135 million USD—along with the renovation and refurbishment of the Hanoi People’s Council headquarters and the area southeast of Hoan Kiem Lake.
Under the project, a large plaza will be built to connect Hoan Kiem Lake with the August Revolution Square, the Hanoi Opera House, the National Museum of History, and other nearby areas. It also seeks to expand public space, reorganize traffic and underground infrastructure, and preserve and promote the value of the city’s heritage.
