Housing is for living, not for speculation or asset accumulation, he said at a working session in Hanoi on Tuesday on the development of social and rental housing in the new era.
He stressed that housing policy should be treated as a long-term strategic issue to ensure social equity, market stability, social security, and sustainable urbanization.
“Housing must be incorporated into national and regional urban development strategies. Housing planning must go hand in hand with technical infrastructure and social services, with adequate cultural and community facilities for residents. It must also closely align with labor supply and demand,” the top leader said.
Mr. Lam called for continued simplification of housing development procedures under a “one-stop-shop” model. He also underscored the need to encourage the participation of the private sector and non-profit organizations in building, financing, and managing affordable rental housing for low-income families.
