Commenting on the draft Law on Data Security, deputy Le Thi Thanh Lam, representing the Can Tho delegation, said: “In fact, a user with a phone that has limited storage capacity may be required to install numerous applications—such as the VNeID electronic identification app, social security, tax, transport, document management, utility services, and mobile network apps. This highlights a critical issue: the more redundant systems that connect to an individual’s data, the more points of vulnerability there are that require protection. I urge the drafting committee to clearly define requirements for the safe, purposeful, responsible, and efficient use of data.”
Deputy Tran Manh Huy, representing the Da Nang delegation, proposed an interdisciplinary mechanism for risk prevention and management—one that monitors shared dependencies across multiple critical data systems, rather than relying solely on isolated management by individual entities.
Addressing the delegate’s concerns, Minister of Public Security Luong Tam Quang said: "Avoid spreading protective resources too thinly in low-risk areas while leaving high-risk areas exposed. Incorporating the conclusions of the National Assembly Standing Committee, the draft law establishes five risk levels, which correspond to the five levels of information systems as defined under the Law on Cybersecurity."
"Clause 4, Article 8 allows for the direct use of risk-level determinations already established under cybersecurity regulations, preventing the need for duplicate assessments. These risk levels do not replace the classification of core or important data as stipulated by the Law on Data; nor do they create new categories—they simply serve as a basis for selecting appropriate protective measures," Mr. Quang added.
Regarding the draft Law on Electronic Identification and Authentication, deputies emphasized that the legislation should not merely demonstrate a secure and intelligent authentication system, but must also ensure that individuals are protected within the digital environment.
