During a National Assembly debate on socio-economic development and the state budget on Friday, deputies emphasized the need to improve resource allocation and turn investment into higher productivity, greater added value, and tangible benefits for the public.

“We should shift our focus from mobilizing capital to allocating it efficiently while ensuring financial safety. Each project should be reviewed to identify bottlenecks, clarify responsibilities, and assess its likelihood of completion. Capital should be redirected from delayed projects to those with higher efficiency,” said Deputy Tran Thi Hong Thanh of Ninh Binh Province.

She suggested that large-scale transport and energy projects should only be launched once funding sources, timelines, and connectivity have been clearly established. “Power shortages and infrastructure delays must not become obstacles to growth.”

Deputy Tran Quoc Tuan of Vinh Long Province emphasized that an economy may achieve rapid short-term growth through borrowing, but sustainable growth must be based on projects that generate products, productivity, and cash flow.

“Credit institutions should adopt more effective measures to make it easier for small and medium-sized enterprises to access loans. Capital should be channeled toward businesses with viable production plans so that loans can generate products, jobs, and revenue,” he said.
