The top leader addressed the 11th National Congress of the Vietnam Fatherland Front for the 2026-2031 tenure in Hanoi with the theme "Unity-Democracy-Innovation-Creativity-Development." The Congress was attended by Prime Minister Le Minh Hung, National Assembly Chairman Tran Thanh Man, and 1,136 delegates representing various classes, strata of the people, ethnic groups, religions, armed forces, overseas Vietnamese, and Front’s officials at all levels.

General Secretary and President Lam emphasized five key tasks for the Congress to decide on during the next 5-year term. Every guideline of the Party, policy and law of the State, and every agenda of the Front, campaign and movement must spring from the needs, aspirations, rights and legitimate interests of the people. The motto "people know, people discuss, people do, people inspect, people oversee, and people benefit" must be implemented effectively, he said.

"Take care of the practical interests of the people and reinforce social consensus from the grassroots. When people are cared for, protected, respected, involved, and benefit from society, solidarity will have deep roots, consensus will have a solid foundation, and trust will be sustainable. The Fatherland Front needs to continue renewing its activities to care for the poor, vulnerable, those in difficult circumstances, ethnic minorities, religious communities, workers, farmers, women, youth, the elderly, children, people with disabilities, and Vietnamese people abroad facing difficulties."

"Social welfare programs must be transparent, targeted, and subject to social oversight. These programs should not only provide immediate support but also aim for sustainable livelihoods, skills, employment, education, healthcare, and the ability to get better. The Fatherland Front must promote the self-governance role of the community, build united, safe, prosperous, and happy residential areas, as well as self-governing models for security and order and environmental protection," according to Mr. Lam.

The political report presented at the Congress said the Vietnam Fatherland Front has continued to affirm its pivotal role in promoting democracy, representing and protecting the legitimate rights and interests of the people, carrying out social supervision and criticism, participating in building the Party and government, and fighting corruption, waste, and negative phenomena.

In response to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025," the Vietnam Fatherland Front at all levels has worked with the Government to wipe out over 300,000 substandard houses. It has mobilized 938 million USD, more than 2.7 million working days, and achieved the goal ahead of schedule.

In particular, the Vietnam Fatherland Front has strongly reformed its organizational structure, content, and methods of operation; and improved the capacity of its cadres at all levels, according to the report.
