Concluding the meeting, Prime Minister Hung requested Hai Phong to hold a preliminary review of one year of implementing the two-tiered local government system, clarify the effectiveness of decentralization and delegation of power, and identify any unsuitable aspects to promptly report to the central level for timely adjustments.

“Hai Phong must certainly be one of the leading cities in innovating its growth model. Hai Phong must be a testing ground for applying and implementing new growth models, with science, technology, and innovation as the foundation,” the Prime Minister said.
