Prime Minister Hung, who is Chairman of the Central Emulation and Commendation Council, underscored the requirements of "Strategic Vision-Breakthrough Thinking-Decisive Action-Sustainable Growth-People's Happiness". He urged for renewing mindset in building and refining development institutions; removing institutional "bottlenecks" and "obstacles"; minimizing administrative procedures to "unlock" development resources, so that institutions truly become a resource, a strategic breakthrough, and a national competitive edge.

“I hope that every citizen will consider emulation as a voluntary action, a self-driven need, stemming from the smallest tasks; from doing our daily work better, being more creative in labor, and being more responsible to the community. By doing so, each individual will sustainably and actively contribute to national development. We believe that the emulation movement will create a new momentum, awaken the sense of self-reliance, willpower, innovation and creativity, and the aspiration to contribute to building a more prosperous, strong, civilized, and happy country," the PM said.

Prime Minister Hung called for emulation to promote the development of science, technology, innovation, digital transformation, and green transformation. He stressed the need to develop a coordinated and modern infrastructure; build a modern, professional, honest, grassroots-oriented administration that serves the people better and more effectively.

Special attention must be paid to improving the operation of two-tier local governments, following the direction of "closer to the people, listening to the people, speaking in a way the people understand, and acting in a way the people trust", he said. The Prime Minister also emphasized promoting thrift and combating waste; strictly managing the budget and national resources; ensuring that all capital is used effectively and efficiently.
