The conference was held in a hybrid format, linking 3,651 venues nationwide and drawing the participation of more than 557,000 delegates from central and local agencies across the country.

Officials said the reform has delivered positive results. At the central level, the Government has streamlined its organizational structure from 22 ministries and ministry-level agencies to 17, while the number of government-affiliated agencies has been reduced from eight to five.

Administrative procedures have been simplified, digital transformation has been accelerated, and public services have continued without disruption.

At the local level, Vietnam now has 34 provincial-level administrative units and 3,321 commune-level units, while district-level administrations have been abolished nationwide.

Hanoi Party Secretary Tran Duc Thang said the reform has laid the foundation for a more modern and people-centered governance model.

"The city has begun establishing a more effective governance model that is closer to the people. Hanoi is gradually shifting from administrative management to modern governance, from a management-oriented government to a service-oriented and enabling government, from administrative operations to data-driven governance, and from multi-layered coordination to direct coordination between the city and commune- and ward-level authorities," said Mr. Thang.

Le Tri Vu, Head of the Organization Commission of the Hai Phong Party Committee, said the reform offers important lessons for local governments implementing the new model.

"Implementing the new organizational model for the political system and the two-tier local government is an unprecedented and highly significant task. Success requires strong political commitment, decisive action, close adherence to central guidance, detailed implementation plans with clear responsibilities, timelines and deliverables," said Mr. Vu.

"Throughout the restructuring process, maintaining political and social stability must remain a top priority, ensuring that streamlining the administrative apparatus ultimately delivers better services for citizens and businesses," added Mr. Vu.
