The global and regional situation is undergoing very rapid changes, requiring national security protection work, including technical services, to be vigorously reformed, General Secretary and President Lam said.
He urged for a high concentration of resources and technical and operational work to ensure sufficient capacity for proactive prevention and response in all situations.
“We must focus on building the most disciplined, loyal, and people-oriented technical service force, especially leading experts in science and technology. Technical operation tasks in the new phase ask for strategic initiative, technological, human resource, and operational capability autonomy. To achieve this, the final element is human resources; the human factor plays a decisive role,” Mr. Lam said.
General Secretary and President Lam called on the force to expand operational technical capabilities into emerging domains to address security risks and strengthen national security protection.
