He stressed that the next phase must focus on ensuring the effective operation of the new system, improving governance quality, and strengthening implementation capacity alongside decentralization and delegation of authority.

The leader said the review should carefully assess the Party’s renewed leadership methods under the new model, the performance of the two-tier local government system, particularly at the commune level, the quality of grassroots officials, and the effectiveness of decentralization in conjunction with resource allocation and power control.

This organizational reform carries profound significance not only for the present but also for the future development of our country, he noted.

“What we are striving for is not simply a system with fewer administrative units, but one that is stronger, more streamlined, more accountable, more effective, and better able to serve the people.
