The meeting also passed the Central Military Commission’s conclusions on leading the implementation of military and national defense tasks and building the Party Committee of the Army in the last half of 2026.

In his remarks, Party General Secretary and State President To Lam urged focused leadership and guidance to maintain the Commission’s core role in firmly protecting the Fatherland in all situations. The other roles are directing the functional agencies improve the quality of research, forecasting, and strategic planning; proactively identifying traditional and non-traditional security threats; elevating international integration and defense diplomacy, building strategic trust between nations, protecting the Fatherland early and from afar, and preventing unexpectedness in all situations.

General Secretary and President Lam emphasized a strong breakthrough in building a revolutionary, regular, elite, and modern army based on science and technology, innovation, and digital transformation. He stressed the need to continue to direct the thorough understanding and implementation of strategic resolutions of the Politburo and the Central Military Commission; accelerate the application of AI, big data, and simulation; and continue to research, develop, and master dual-use technologies.

The Party and State leader also urged the continued building of a truly clean, strong, comprehensive, exemplary, and outstanding Party Committee within the Army. It’s necessary to effectively undertake mass mobilization work, military policies, and policies for the military's rear support, Mr. Lam said. He called for vigorously implementing the "500-day campaign to intensify the search, collection, and identification of the remains of fallen soldiers."
