General Secretary and President Lam stressed that when tasks are assigned, the necessary conditions for their implementation must be ensured; coordination must involve clearly designated focal points, comprehensive preparation, and the provision of detailed guiding documents. Crucially, risks must be identified early, incidents prevented in a timely manner, essential operations maintained, and the public better protected.
"For infrastructure projects, there must be a clear coordination focal point, defined responsibilities for each locality, and an established command mechanism. The police force should serve as the core, while the entities responsible for management and operation must ensure the safety of the facilities," Mr. Lam said.
"Coordination efforts must facilitate rapid response, ensuring that responsibilities remain distinct—preventing any dilution of accountability, negligence, or overlapping duties. These aspects must be clearly articulated to establish management responsibilities, and the information must be fully communicated to the public so they are aware of and can comply with the requirements," he added.
Regarding the draft law amending and supplementing several articles of the Law on the Management and Use of Weapons, Explosives, and Supporting Tools, as well as the Law on Fire Prevention, Fighting, and Rescue, General Secretary and President Lam expressed support for the policy of streamlining administrative procedures. However, he emphasized that any reduction in procedures must be accompanied by enhanced effectiveness in monitoring individuals and the circulation process.
Earlier on Monday, the National Assembly held a plenary discussion on the draft law amending and supplementing several articles of the Law on Metrology.
