The top leader chaired a meeting of standing members of the Steering Committee on science and technology development, innovation and digital transformation on Monday in Hanoi.
Basic scientific research must be vigorously reformed in terms of awareness, institutions, investment mechanisms, implementation, and operational methods to meet new national development requirements, he said. This is a strategic issue directly related to Vietnam's development model, self-reliance, and national standing.
“We need to set the overall goal of building a modern, self-reliant, integrated, focused basic scientific research system in Vietnam, capable of generating new knowledge, training elite human resources, providing strategic arguments for policy planning, and serving as a foundation for the development of strategic technologies to support the country’s rapid and sustainable development. By 2030, all bottlenecks and obstacles must be removed, and a relatively synchronized national basic research ecosystem be formed.”
General Secretary and President To Lam called for building excellent research centers, strong research groups, large scientific databases, and a competitive shared research infrastructure in the region.
Basic scientific research is not a merely academic activity, but a strategic foundation for national development in the 21st century, said the top leader.
