In his concluding remarks, General Secretary and President Lam said Vietnam has important foundations to enter a stage of higher-level development. Double-digit growth cannot be the result of extending the old growth model, the top leader said and called for renewing thinking about resources.

“Double-digit growth is the goal of high-quality development, not growth at all costs. High growth must go hand in hand with macroeconomic stability, inflation control, major balances, public debt safety, financial and banking system safety, environmental protection, social security, national defense and security, better people's lives, and social trust. We cannot sacrifice stability for growth. We cannot disregard quality for speed. We cannot ignore efficiency for scale. We cannot undermine long-term foundations for short-term gains,” Mr. Lam said.

The General Secretary and President proposed a proper and comprehensive assessment of national development resources. “An institutional package to unlock resources must be in place. The focus is on land, investment, planning, construction, public assets, capital markets, data, intellectual property, science and technology, new economic models, and controlled testing mechanisms.”

The top leader also requested a review, digitization, and release of currently tied-up resources, resources on growth poles, projects, and industries with high spillover effects. Priority should be given to strategic infrastructure, logistics, energy, data, urban areas, financial centers, free trade zones, high-tech industrial parks, marine economy, economic corridors, and dynamic regions, he said.
