Chairing a meeting on the second round of the Politburo’s inspection of the Standing Board of the Hanoi Party Committee, the top leader urged the capital to take the lead in developing a modern urban governance model based on digital administration and data-driven management. He also stressed the need to build a capable grassroots workforce and improve the performance of commune- and ward-level authorities.
“Hanoi needs to focus on removing bottlenecks and developing into a creative, green and smart megacity with stronger global connectivity. Alongside economic growth, it is important to prioritize social welfare and public healthcare, while investing in social housing, rental housing and housing policies for people with limited financial means,” Mr. Lam added.
The General Secretary and President also called on Hanoi to accelerate institutional reform, improve the investment and business climate, promptly address long-delayed projects, and further promote science and technology, innovation, the digital economy, the data economy, and the private sector.
He said Hanoi should become a testing ground for new policies, a hub for innovation and smart urban development, and a leading force driving the country’s renewal and growth.
