Chairing a meeting in Hanoi with the Organization for Forest Financial Enhancement (Emergent), he also called for clear rules on supplying, trading and transferring forest carbon emission reductions, and on developing the forest carbon market.

Deputy PM Dung agreed with the Ministry of Agriculture and Environment’s proposal on decentralization, and tasked the Ministry with starting negotiations on an emission reductions purchase agreement with Emergent.
