On Monday, Deputy Prime Minister and Minister of National Defense General Phan Van Giang chaired a welcome ceremony for, and then held talks with, Indian Defense Minister Rajnath Singh. General Giang said defense cooperation between Vietnam and India has continued to grow in all areas under signed agreements, particularly the Joint Vision Statement toward 2030 signed in 2022.

General Giang reaffirmed Vietnam’s foreign policy of independence, peace, cooperation, and diversified international relations, and said Vietnam remains committed to the “Four No's” defense policy: no military alliances; no alignment with one country against another; no foreign military bases or use of Vietnamese territory to oppose other countries; and no use or threat of using force in international relations. Vietnam supports resolving East Sea disputes peacefully and in accordance with international law.

Indian Defense Minister Singh said defense cooperation is a pillar of Vietnam–India relations and called for stronger cooperation in training, capacity building, and military exchanges. He said India will continue to provide training scholarships for Vietnam’s Ministry of National Defense.

The two ministers inaugurated a language classroom at the Air Force Officers College in Vietnam, established with Indian assistance, and witnessed the signing of a cooperation agreement between Vietnam’s Telecommunications University and India’s Military College of Telecommunication Engineering.
