The center will provide shared infrastructure for chip design, fabrication, and chip quality assessment and will connect universities, research institutions, and companies with semiconductor fabrication plants (also known as foundries).

The center aims to bridge domestic chip research and design with the global semiconductor manufacturing ecosystem, and help accelerate the commercialisation of Vietnam's semiconductor products, as well as the development of a domestic semiconductor ecosystem.

At the launch ceremony, the newly opened centre signed memoranda of understanding (MoU) with 19 domestic and international partners, including technology giants like Intel, Infineon, Amkor, Cadence and Synopsys, major foundries TSMC and GlobalFoundries, leading Vietnamese universities, and the domestic technology firms Viettel, FPT and VSAP Lab.

These agreements cover research, training high-quality human resources, support for chip design, fabrication, packaging, and testing, and shared technical infrastructure. By connecting relevant stakeholders, the agreements will help establish a network between the State, enterprises, universities, and research institutions.
