Under the draft strategy, Vietnam plans to establish a national talent database and talent network that will connect experts, scientists, entrepreneurs, highly skilled professionals, overseas Vietnamese, and international specialists.
The system is expected to be operational by 2030, providing a foundation for policy-making, resource coordination, and a transparent, competitive mechanism for selecting talent to undertake projects and assignments for ministries, government agencies, and local authorities.
The draft aims to bring about a fundamental transformation in identifying, attracting, and effectively utilizing talent while creating an environment that enables talented individuals to maximize their abilities, knowledge, and aspirations to contribute to national development. The strategy also seeks to mobilize talent from within Vietnam, the overseas Vietnamese community, and the international expert community.
By 2030, the proposal envisions establishing a modern, comprehensive talent management system supported by synchronized policies and governance mechanisms, while building a strong pool of experts and scientists capable of meeting the needs of strategic sectors and industries.
Vietnam aims to become one of Asia's leading countries in talent competitiveness, with talented individuals serving as a key driver of national development and helping transform the country into a high-income, developed nation by 2045.
