Phan Thi Minh Giang, Deputy Director of Vietnam’s Consular Department, addressed the second International Migration Review Forum (IMRF), recently held in New York, which brought together representatives from 130 countries, international organizations, and other stakeholders to review progress in implementing the GCM since the first forum in 2022.

Held amid increasingly complicated migration trends worldwide, the forum also discussed opportunities and challenges related to migration and identified priorities for cooperation in the next phase.

Addressing the general discussion session, Giang reaffirmed Vietnam’s commitment to a “balanced, people-centered” approach to migration governance. She noted that Vietnam is comprehensively implementing the GCM Implementation Plan issued in 2020, with a focus on improving policies and laws, promoting legal and safe migration pathways through bilateral labor cooperation, ensuring fair recruitment practices, reducing migration costs, and accelerating digital transformation in migration management.

She underscored the importance of expanding legal and sustainable migration channels, strengthening cooperation along migration routes, and promoting a victim-centered approach in preventing and combating human trafficking and irregular migration. She also reaffirmed Vietnam’s commitment to working closely with international partners to advance the implementation of the GCM.

Held from May 5–8, the second IMRF featured roundtable discussions, policy dialogues, and plenary sessions. More than 90 countries submitted voluntary reports reviewing the implementation of the GCM, up 30% compared to 2022.

After four days of discussions, participating countries agreed to adopt a Progress Statement aimed at promoting safe, orderly, and people-centered migration governance.
