The top leader chaired a working session in Hanoi with the Party Central Committee’s Policy and Strategy Commission and relevant agencies on the project to review the Party’s Resolution No. 36, dated October 22, 2018, on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045.
The sea is not just a place for resource exploitation or the development of certain economic sectors, but must be defined as a strategic development space for the nation, a place where development interests, national defense, security, science and technology, and international integration converge, he said.
General Secretary and President Lam urged for close integration between development and national defense, starting early, from afar, and from the sea. All plans, strategies, and programs for maritime development must simultaneously serve the protection of national sovereignty, sovereign rights, and jurisdiction, while maintaining a peaceful and stable environment, enhancing defense capabilities, and protecting national interests at sea, he said. Every economic project at sea must contribute to optimizing the potential for national development and defense.
Mr. Lam stressed the need to build a modern national maritime governance model. The new Resolution must include a policy and direction for researching and proposing a modern, unified, and interconnected maritime governance model based on data and national maritime spatial planning. Right from the resolution drafting process, the action program needs to clearly define key tasks, national programs, driving projects, specific measurable indicators, and the responsibilities of each agency, level, sector, and locality, he requested.
General Secretary and President Lam called on the Policy and Strategy Commission to closely coordinate with the Government Party Committee, the Party Central Party Office, and relevant agencies to promptly finalize the draft plan and its accompanying action program, submit it to the Politburo for comments, and report to the Party Central Committee for approval.
