From resilience in adversity to aspirations for a new era of national rise

(VOVWORLD) - The 13th National Party Congress of the Communist Party of Vietnam experienced many extraordinary national and global circumstances, most notably the COVID-19 pandemic and instability in many parts of the world. Facing unprecedented difficulties and challenges, the resolve, wisdom, and strength of Vietnam’s great national unity continued to be promoted. Under the Party’s leadership, Vietnam overcame hardships and gained significant accomplishments, laying a solid foundation for a new stage of development.

Under the leadership of the 13th National Party Congress, the Government’s governance, and the solidarity and concerted efforts of the entire population, Vietnam overcame difficulties, fulfilled socio-economic development targets and tasks, and recorded comprehensive results.

Outstanding achievements

Deputy Prime Minister Nguyen Hoa Binh said Vietnam has maintained macroeconomic stability, achieved breakthrough growth, and ensured major economic balances. 2025’s GDP grew 8.02%, bringing the average annual growth rate of the 5-year period to one of the highest in the region – 6.3%. Vietnam’s economy ranked 32nd globally, and per capita income surpassed 5,000 USD.

During the 13th National Party Congress, Vietnam reorganized its administrative apparatus to create a more streamlined, efficient, effective system.

Deputy PM Binh said, This successful organizational reform established a more streamlined governance apparatus. Another highlight was an institutional breakthrough, one of the three strategic breakthroughs outlined by the 13th National Party Congress.”

Shifting legislative work from a management-oriented mindset to a facilitative approach helped to remove bottlenecks.

Strategic infrastructure saw breakthrough development, with more than 3,300 kilometers of expressways and more than 1,700 kilometers of coastal roads constructed, to form a North-South axis.

Telecommunications networks, digital infrastructure, and economic infrastructure were upgraded, and preparations are underway to start constructing a high-speed railway.

Deputy Prime Minister Nguyen Hoa Binh said Vietnam has renewed its growth model and created new drivers for the era of national rise. The economy is undergoing a strong qualitative shift, with green growth and energy transition becoming dominant trends, supporting Vietnam’s commitment to achieving net-zero emissions.

The Party and State have placed special emphasis on ensuring social welfare based on the principle of “leaving no one behind.” The program to eradicate all substandard houses nationwide was completed five years ahead of schedule, and the multidimensional poverty rate dropped sharply to 1.3%. More than 38 billion USD per year was allocated to social welfare programs.

Development foundations for the next stage

Looking ahead to the 14th National Party Congress and the Party’s 100th anniversary in 2030 and the 100th anniversary of the country’s founding in 2045, the government has identified 10 key tasks, including accelerating economic development to build a solid foundation for the new era.

Deputy Prime Minister Nguyen Hoa Binh said, First, we must continue to prioritize growth, aiming for breakthrough growth. Previously, growth targets ranged from 6% to 8%, but all localities and the entire Party are now setting a double-digit growth target. Second, we must focus on institutional development to make it a core growth driver.”

Vietnam will focus on completing regional and inter-regional connectivity infrastructure projects. Efforts will be stepped up to start construction of the North-South high-speed railway, put into operation Long Thanh International Airport, and prepare to restart the nuclear power program to ensure a stable clean energy supply for industrialization and modernization.

The development of science, technology, and innovation is considered a top national policy, said Deputy Prime Minister Binh. Efforts will be made to promote research and development, build data centers and national innovation centers of regional scale, and design special, breakthrough mechanisms to attract and retain leading global technology corporations, he said. Innovative startups will be encouraged, and enterprises will be incentivized to invest in and apply new high tech.

The Government will seek breakthroughs in high-quality human resource development, continue streamlining the administrative apparatus and reforming administrative procedures, and place cultural development on a par with economic development.

Sustainable social development and social security will be ensured, foreign relations elevated, and national defense and security consolidated. Vietnam will proactively pursue practical international integration, maintain a peaceful environment and political stability for economic development, and resolutely safeguard national independence, sovereignty, and territorial integrity.
